Description of secondary school system
Secondary education is divided into: general secondary, secondary
education for workers, tele-secondary education, technical secondary
and open education. Secondary education lasts for three years
from ages 12 to 16 and is offered to pupils who have completed
primary education.
Higher Education System
Structure of system
The usual entrance qualification is the Certificado de secundaria.
In addition, students normally have to take an entrance examination.
Among some 401 institutions of higher education, the following
categories can be distinguished: a) public universities, autonomous
universities and those universities supported by one of the states;
b) autonomous private institutions, recognized by the Secretaria
de Educacion Publica, the state governments or the public universities;
and c) teacher training and technical institutions and decentralized
public institutions that come under various secretariates of state.
Public institutions are almost entirely financed by the State.
Private institutions are financed for the most part by students'
fees. The teacher training establishments include: the Universidad
Pedagogica Nacional; the advanced, specialized teacher training
colleges and other teacher training colleges coming under state
governments and private institutions. Higher education in the
technological fields is offered above all by the Instituto Politecnico
Nacional, founded in 1946, as well as by the regional technological
institutes, founded since 1948 to meet the need for professional
training, in particular in engineering and administration. The
Instituto Politecnico Nacional includes a Centre for Research
and Higher Studies which helps to train research workers and teaching
staff for scientific and technical subjects.

Stages and Organization of Higher Education Studies
Higher vocational/technical studies
Higher technical and vocational studies lead to the degree of
Tecnico en... (followed by a speciality).
University level studies
Stage 1: Licenciatura/Titulo
profesional; Profesor/maestro; Abogado; Ingeniero; Medico.
Description: The usual entrance qualification is the Bachillerato.
In addition, students normally have to take an entrance examination.
Courses leading to the Licenciado normally last four years, five
years being necessary for certain professional qualifications
(e.g. engineer, dentist, architect) and six years for medicine.
With the 1993 educational reform, the credit system, as used in
the United States, was introduced in certain institutions. Degrees
are obtained by passing a prescribed number of credit courses
and the successful presentation of a thesis. On completion of
all taught credit courses, a student receives a certificate of
completion of studies. In some universities, e.g. Universidad
Nacional Autonoma de Mexico (UNAM), after completion of credits,
students are required to submit a dissertation in their field
in order to become Titulado and to use the title of Licenciado.
Those who do not submit the necessary dissertation are called
Pasantes. Other universities, e.g. Universidad Autonoma Metropolitana
(UAM), do not have this requirement. Amongst private universities,
some require a dissertation to be completed, others do not.
Stage 2: Maestria
or Especializacion.
Description: The especializacion is conferred as a professional
qualification after studies lasting one year. The maestria is
obtained after 2 years of study following upon the licenciatura,
including the preparation of a thesis.
Stage 3: Doctorado
Description: Higher degree obtained after 2-3 years after the
Maestria.
Teacher education
Training of primary/basic school teachers
The usual entrance qualification is the Bachillerato. Courses
leading to a first degree last four years at one of the teacher
training colleges (Escuela Normal de Maestros) and lead to the
title of profesor/maestro.
Training of secondary school teachers
Holders of the Bachillerato can enter a four-year first-degree
course at a higher teacher training college (Escuela Normal Superior),
which entitles the holder to teach in the first cycle of secundary
education. The normal requirements for teachers in the upper secondary
cycle is a first degree or, at least, a certificate of completion
of university studies. The main institution offering these courses
is the Universidad Pedagogica Nacional.
Training of higher education teachers
Higher education teachers usually hold a licenciatura from an
institution of higher education.
Non-formal studies
Distance higher education
Distance higher education started at the beginning of the seventies
with the Universidad Nacional Autonoma. In the technical system
and in the Universidad Pedagogica Nacional distance education
is also offered.

Special entry regulations for foreign

Foreign students must hold a visa which they can obtain from the
Mexican consulates (those who have a scholarship from the Government
are entitled to an official visa) and be in possession of the
bachillerato or its equivalent. Students must pass a medical examination.
For certain universities admission is based on an entrance examination.
Health requirements:
Students wishing to graduate from UNAM or its incorporated institutions
must obtain a health insurance in their home country.
